Thames St. & Wellington Ave. Sewer Improvement Project

As part of work associated with the City's development of the long term control plan for Combined Sewer Overflows (CSO's), the sewer interceptors in Thames Street and Wellington Avenue were identified as in need of improvements.

The Thames Street sewer interceptor is brick, egg shaped, approximately 3ft by 4ft and flows approximately 6200 LF from south to north parallel to the Newport harbor between Morton Avenue and Washington Square. As part of Phase 1 Part 2 CSO work a television inspection of the Thames Street interceptor was conducted March 14-18, 2006. From the television report, considering the age, the interceptor was reported to be in generally in good condition. Both minor and major rehabilitation tasks have been recommended for the long term integrity of the Thames Street interceptor.

The Wellington Avenue sewer interceptor consists of approximately 760 LF of 12" and 15" vitrified clay pipe and 1850 LF of 10" and 12" asbestos cement pipe. The Wellington Avenue interceptor runs in Wellington Avenue from Halidon Avenue to the Wellington Avenue CSO Facility. A television inspection of Wellington Avenue interceptor was completed in May 2009 which identified numerous defects.

In September 2009 the City Council awarded a contract for engineering services to CH2M Hill, Boston, MA to design and prepare construction bidding documents for the necessary improvements to the interceptors. In November the engineers complete the assessment of the two interceptors and provided the pipeline rehabilitation recommendations. A cured in place pipe (CIPP) process is recommended for the Thames St. interceptor and excavation and replacement of the pipe is recommended for the Wellington Ave. interceptor.

The first in a series of informational meetings was held on December 10, 2009. City staff and the engineers from CH2M Hill described the project and solicited input from the businesses and residents in the area of the projects. Attendees are encouraged to complete a survey form to assist in the development of the project.

The second informational meeting regarding the sewer improvement project was held on Thursday, February 25, 2010 6:30pm in the Council Chambers at City Hall.

The third informational meeting regarding the sewer project was held on Wednesday , May 26, 2010 at 8:30am in the Council Chambers at City Hall.

The fourth informational meeting regarding the startup of construction for the rehabilitation of the Thames Street sewer interceptor was held on Tuesday, November 16, 2010 at 8:30am in the Council Chambers at City Hall.
